“Talent is a very important element in location decisions, even in large, capital-intensive projects,” said René Buck, Founder and CEO of Buck Consultants International.

Cost, quality and risk are key factors that must be considered in any location decision, and cost and quality are both heavily influenced by talent considerations, he reported.

Companies often seek the so-called “sleeping giants” – locations where talent can be found in good supply at reasonable costs – instead of highly popular locations where the labor market is overheated.

And companies should consider whether they want to be a “small fish in a big pond, or a big fish in a small pond,” René advised.
